I'll be arriving at D-land late on my birthday, probably in 9-10 pm range.

Will I still be able to get the cash card, at that time?

Do I have to pre-register, and where would one go to get this magnificent card?

You can pre register, but it is not required. If you go to City Hall at DL or Guest Services at DCA with your AP and an ID, they'll issue you the card. I'm assuming as long as DL is open you should be able to get the card.

If Disneyland is still open you can get your fun card. I got mine at the Ticket Booths outside Disneyland and I was not registered with the site and it only took me about 5 minutes at the most. Have fun spending your B-day money!

Just be careful, I heard that it expires at Midnight. Not 100% sure so check with them when you get yours.

I live in Europe and tried to register for the birthday gift for my daughter. The website stated I need to be resident in the USA or Canada to register. Below that was a note that free admission could still be obtained by presenting her passport at the ticket booth.

Question: Since we are not resident in the USA, will she get her birthday gift?

YES... while the PRE-registration is limited (and basically for marketing reasons)...

ANYBODY in the WORLD gets free admission to either a Disney owned park in Anaheim or Orlando IF they are present in the city they actual day of their Birthday in 2009, and have Original, Official, government issued ID that proves your Birth Day. (Which for most non-USA residents is your Passport).

Darkbeer - You are a fountain of Disney knowledge! Thank you so much!

We will all have 6-day parkhopper passes and plan to request the birthday cash card instead of free entry. I believe this is allowed.

My daughter is VERY excited about this treat!

Thanks again!
