The trouble is, just as with HKDL, if the park needs enhancement, Disney doesn't have the unilateral power to do what's needed (IF they wanted to) to make the improvements. If the Chinese don't want to make further investments (as what happened with HKDL), the park may suffer.

Kind of the opposite of TDLR, where the Japanese can demand improvements and Disney has no option but to do what OLC wants (as long as it fits the Disney quality standards).

Suffer in what way? I thought HKDL had a major expansion in the works.

I see this as no different than any other kind of investor having a say in their stake. Without an investment from an outside party most likely there would be no Disney parks in China at all (which would be fine by me).

By the way, are there any foreign Disney parks that are wholly owned by the WDC?

I will get moderately excited once I see some concept art. That will be interesting. All that has happened so far is that the "rumor-denying" about the agreement to build the resort has stopped.

Yes, there is an expansion, but from what I heard at D23 Expo, there was a concept for a much more enveloping and engrossing area. But as the Chinese didn't want to pay for it, and Disney can't (or doesn't want to) unilaterally pay for the version on their own.

That's why there was one portion of the model there that had unfinished attractions in it. Apparently, the section they had in that location was eliminated and the Toy Story Playland (clone) was hastily inserted.

Having an unwilling partner holding the pursestrings can result in less than desired results (especially if the partner is even more unwilling than Disney).

So then, it all boils down to financial backing, which was my point from the start. It's not necessarily the unwillingness on the part of the partner to invest, whoever that may be, but the amount of risk involved for both parties. Therefore, my argument stands that without a partner there would be no Disney resorts in China at all.
