I'm sorry to tell you that it was not the Emperor who said it but rather it was Mushu after the army had abandoned Mulan near the Tung-shao (sp?) Pass.
Well, at least I think he said that. I know that if that was not his exact line, he said something pretty close (in which case, I have no clue as to who did say it).
Am I right, milady basil fan? :-)
