On the palace balcony, Genie (as a bee) was trying to help Aladdin woo Jasmine, so he was naming different attributes to compliment her on. But Punctual slipped out, Aladdin said it, and Jasmine repeated it - to confirm that she heard it correctly.
I'll give two hints - the fourth person said it in a completely different movie, and that movie came out after Aladdin, so I consider it to be a small (very small) in-joke.

It's the second joke in the movie. As Mulan is writing notes on her arm in preparation of meeting the matchmaker, she says "Delicate" with a mouthful of food (the first joke), then she completes the list with "Punctual." I could not help but be reminded of the Aladdin sequence.
So basil fan, are you this walking encyclopedia of all things Disney? Or just all things Disney animation?
