I heard the Epcot Segway Tour has a weight limit of 250lbs - I weigh about 15lbs more -
Do they weigh their guests before the tour?
Will I still be able to do this tour?

I'm not aware of them weighing people, but the 250lbs restriction is clearly stated and you sign paperwork saying you know about it - and that paperwork removes them from being responsible for your personal injury if your segway falls over.

So if a person is over 250lbs the CM's will not say anything and just have the guest sign a release and off you go?

^You have to sign a release no matter what you weigh. They tell you that segways have a weight limit of 250lbs. If you lie, I guess that won't be a problem (unless you break the segway.
