You get a wrist band if you purchase tickets. After 7p, they start to close off the park unless you have a wrist band until it reaches the point that everyone without a wrist band is gone.

You collect a wrist band at the entrance if you are attending the party. Then, at 7pm, no wrist band, no rides, shops, food or restroom admittance allowed. And if you are seen waiting for the parade without a wrist band, they can ask you to leave.

This is one of the many, many reasons I do not like the MK and feel it the worst Disney park I have been to. it is not done like that in DL or DLP!

Sometimes they do, sometimes they do not. You will need to look at the schedules and go from there.

When we went Nov/Dec - out of the 12 nights we were at WDW, the MK had MVMCP on 9 nights, and Wishes was on for 4 (so as you can see, they sometimes alternated, and sometimes showed both.

Well if you are looking at October, I would imagine the schedules will be available from July/Aug.

How is it done in France, and California Dave?

In California, they do the Halloween parties in DCA. It closes early (6??), and they make everybody leave the park. Once the park has been cleared of all the days guests, they start allowing the people who are there for the party in. For the most part, I don't think many people get upset about it, since DL is so close (a whopping 30 second walk), and almost everybody there will be able to go to both parks (because there are almost no single park tickets sold for DCA), so they just spend the rest of their evening in DL.

This is how is used to be done in WDW, but they changed it a couple years back, for some unknown reason. I guess this way, they can claim they are allowing people more time in the park, and they don't have to leave and reenter if they're staying for the party, it just seems a little less graceful when getting people out of the park. Instead of making everybody leave, some people get to stay. If you want to stay, you can pay more and stay, but it will cost you about the same price as a full day's admission. Also, the people going to the party start getting let in around 4:00, so they have almost a full day in the park by the time they are done, making the special event a little less special.
